This is how the churning stick works, churning the liquid in the vessel each time the string is loosened or tightened. The analogy here is, when the mendicant has not taken vows, he shall keep committing sins. So any austerities practised by him shall be ineffective. Just as a churning stick is pulled by one string when the other is slackened, similarly, the unrestrained votary shall commit sins on the one hand, while practising austerities on the other - thus nullifying the beneficial effects of the austerities.
